On 15 June 2026, the European Union opened the first accession negotiation with Moldova and Ukraine. This involves a cluster on fundamentals, covering the core values and principles on which the EU is built, from the rule of law to strong democratic institutions. Such issues had been at the heart of my Legal and Constitutional Studies MLitt dissertation, which examined Moldova’s difficult struggle to build an independent and accountable judiciary, a key element of the rule of law.
Over the course of four years after the MLitt, I worked, together with a group of law professors and legal practitioners from the US and from Moldova, to improve the legal education at Moldovan law faculties. Specifically, in my capacity as the Director of National Center for State Courts Moldova, I contributed to the development and implementation at six law faculties of a two-semester course on Legal Research, Reasoning and Writing. It strengthens law students’ critical thinking, legal analysis, research, reasoning, and writing capacity, all needed to work effectively as legal professionals in the Moldova’s justice system. It is my hope that as law students across the nation graduate from law school having taken the LRRW course, there will be increased uniformity across the justice 
system and the legal profession about accepted standards for drafting court decisions that set forth motivation – that is, the reasoning that supports judicial conclusions as opposed to a long recitation of facts and law followed by a decision without reasons in support.
In March 2024, I was appointed to the Council of the National Institute of Justice, and in September 2025 I was elected as its President. The NIJ mandate is to ensure the initial and continuous professional training of judges, prosecutors, and other legal professionals to guarantee a highly qualified, independent, and efficient justice sector. In my new capacity, I work with the NIJ to adapt and integrate relevant LRRW curriculum/course materials into vocational training programs for future judges and prosecutors.
